POSITION: Leisure Services Director
EXPECTED HIRING RANGE: $68,820 - $103,230 Salary Negotiable, Depending on Qualification
The Unified Government of Athens-Clarke County, with a population of 107,000, 122 square miles, home of the University of Georgia, seeks experienced professional with strong leadership, management and interpersonal skills to serve as the Leisure Services Director. The City of Athens and the Clarke County government unified in 1991 and is governed by a part-time Mayor and ten (10) part-time Commissioners elected from districts. Athens-Clarke County is a Manager form of government. All Department Directors are appointed by and report to the Manager. The Leisure Services Department Director is responsible for a staff of 80 fulltime, 55 part-time and 120 summer seasonal positions with a FY 08 operating budget of $7.6M. This position represents the Department at public functions, oversees all daily operations of the Department and provides direction over all activities of the Leisure Services Department and its divisions, which include Administration, Arts, Athletics, Internal Services, Parks Services, Natural Resources, and Recreation. Duties and responsibilities include, but are not limited to, developing departmental policies and procedures; planning and assigning duties to the management staff; developing and approving budgets; managing all departmental operations; and performing additional tasks as assigned.
Minimum requirements include a bachelor’s degree in Public Administration, Business Administration, Recreation or related field with five years of progressive management level experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Five years of management level supervisory experience is required. Excellent communication and interpersonal skills and a high degree of integrity are required.

SUMMARY:
Responsible for planning, organizing and implementing assigned program areas, which will include a wide variety of youth competitive team, and individual sports leagues, aquatics, senior citizens, special events, leisure classes and other recreation activities for the citizens of Tuscaloosa County. Exercises general leadership of programs at activity centers, three seasonal public pools and other locations throughout Tuscaloosa County. Programs are developed for all segments of the population.
ESSENTIAL FUNCTIONS:
Serves as a supervisor, facilitator and instructor for assigned areas of programming.
Plans, directs and promotes leisure programs designed to meet the interest and needs in the area of recreation. Examples of program content include, but not limited to the following: aquatics program, youth softball, youth soccer, volleyball, basketball, cheerleading, tennis, senior citizens, special events and leisure classes. Performs general administrative responsibility for directing and organizing overall leisure programs.
Recruits necessary personnel, including volunteers and team sponsors to carry out athletic and aquatics activities, special events, specialty camps, clinics and other programming. Employee supervises, trains and evaluates part-time program support staff and ensures that all staff maintains required certifications.
Demonstrates initiative, leadership and enthusiasm in maintaining the desired standards, interests and participation in all athletic programs and activities.
Uses tact and discretion in carrying out responsibilities pertaining to the overall recreation program.
Assists and works closely with other Program Supervisors, Recreation Manager, Superintendent of Recreation Programs, Center Operations Manager, Activity Center Managers and Parks Operation Director with facility scheduling and planning of county-wide leisure programs.
Promotes PARA and the importance of recreation activities to the entire community by presenting programs at schools and to civic and church groups, to generate support for programs. Interprets recreation services to the public and participants in community meetings and organizational planning.
Assists in determining program needs and interest and performs regular evaluations. Evaluates each program to determine if it fits the need of the participants for which it was designed. Evaluates all service programs & activities for productivity.
Assists with fundraising and revenue-producing activities including securing financial and in-kind sponsors.
Adapts recreation programs to meet needs of individuals for all segments of the population and develops short and long term goals and objectives for assigned programs.
Works in team with administrative or other professional personnel, as well as volunteers, etc.
Some Programs require the use of PARA. vehicles and busses to transport participants. The Program Supervisor must obtain a commercial drivers license (CDL) within 90 days and be physically capable of operating PARA vehicles and busses safely.
Attends approved meetings, conferences and Professional Training seminars to further individual and professional growth.
Works with the public in providing total recreation/leisure programs for the community.
Administers and adheres to all established policies and procedures outlined in PARA Employee Handbook and the Administrative Handbook, as well as established general operating guidelines for the individual program areas to include athletics.
Interprets policies or setting of precedents as necessary to resolve problems as approved by the PARA Board of Directors and the Executive Director.
Prepares budget estimates annually to be presented to PARA Executive Director. Administers and oversees approved operating budget for the assigned program areas.
Instructs activity classes in areas of interest or particular talents.
SUPERVISORY RESPONSIBILITIES:
This position could supervise seasonal part-time support staff, Senior Aides, Work-Study Students and Volunteers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR
EXPERIENCE:
Bachelor's degree (B. A.) from four-year College or university; or four years related experience and/or training; or equivalent combination of education and experience. Experience in Aquatics operations is preferred.
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest,commissions, proportions, percentages, area, volume and circumference.
REASONING ABILITY:

CERTIFICATES, LICENSES, REGISTRATIONS:
Must posses or have the ability to posses a valid Alabama Driver License and have an acceptable driving record. In addition, staff will be required to hold a Commercial Driver's License (CDL). The (CDL) must be obtained within the 90 day introductory period of employment. Certification in water safety instruction and lifeguard training are desirable.

PARK AND RECREATION MANAGER
For the County of Cullman, located in Cullman Alabama
Nature of Work
Responsible for the marketing, management, operation and maintenance of an approximately 1,500 acre outdoor recreation Off-Highway Vehicle (OHV), All Terrain Vehicle (ATV), Walking Trails and Equestrian trail park. The park is currently in the design phase and anticipated to open 2008. The candidate selected would start immediately or as soon as possible, to be familiar with the park design and requirements for opening once complete.
Illustrative Tasks
Supervises the collection of revenues from recreational programs, activities, special events and admissions; reports the progress and potential of revenue production through investigations or special studies.
Explains and interprets rules and regulations, fees and charges and recreational operations to park patrons; enforces or refers enforcement to proper authorities.
Prepares and/or approves work reports, purchasing documents, payrolls, revenue reports, attendance reports, expenditure reports, inventories, etc.
Conducts periodic inspections of all park areas and facilities.
Plans, oversees, and/or performs maintenance if necessary due to staff limitations. Makes recommendations and initiates repairs, maintenance and/or renovations of structures, grounds, facilities, trails, fences, roads and other physical features of area.
Develops and performs employee training and familiarization programs.
Devises new operational methods and techniques.
Meet with organized groups, individuals or other interested parties to provide information, formulate new programs, marketing strategies and furthering public relations for the county.
Handles and resolves both written and verbal guest complaints.
Performs related work as required.

Must possess a valid Alabama driver’s license.
Must be or become ATV certified and become a certified trainer within six months of employment.
